Job Description

EDC seeks a Chief of party for an anticipated USAID-funded workforce development program in Jordan.

The Chief of Party will be responsible for technical leadership, administrative oversight, and overall coordination of the project. S/he will serve as the principle institutional liaison with USAID and key stakeholders. S/he will manage staff and ensure that the project meets stated goals and reporting requirements, as well as ensure the quality, timeliness, and efficiency of all products and activities generated under the Project.

The COP should have demonstrated ability to work with multiple stakeholders and manage diverse teams to deliver impact within agreed timelines and budget.

Job Responsibilities:

  • Provide overall leadership, management, and direction for the program;
  • In conjunction with USAID/Jordan and EDC HQ, determine annual priorities, develop work plans, and ensure program responds to changing conditions and operating environments
  • Oversee program administration, implementation, and fiscal management;
  • Serve as overall communications/liaison with USAID/Jordan, implementing partners, and key stakeholders including the Jordanian government;
  • Ensure timely and quality support to USAID Mission;
  • Oversee and monitor quality of WFD programs and institutions, development and implementation of professional standards, and improvement of infrastructure to support sustained quality WFD initiatives to improve youths’ skills for productivity;
  • Report regularly to EDC headquarters, providing timely updates of all situational and program developments;
  • Ensure reports, work plans, and other program deliverables are timely and of high quality;
  • Manage and supervise team of local and international staff and consultants;
  • Represent EDC at conferences, working groups, and meetings to support EDC’s thought leadership in workforce development and institutional strengthening in Jordan and the region; and
  • Other responsibilities that may be assigned.

Qualifications

Education:   Master’s degree in economics, business, international development, public policy, education, or other relevant field required,

Required Skills and Experience:

  • Minimum of 8 years of professional experience in the successful in demand-driven youth employment, workforce development, enterprise development, or youth development (at least 5 of these years must be in a management/leadership position in programs that are of a similar scope and scale).
  • Minimum of 5 years of experience as a Chief of Party or a Country Director in a development project in the field;
  • Proven leadership in the administration of donor-funded programs of a similar size and complexity;
  • Ability to demonstrate how management efforts can be applied to a systems approach, directly leading to sustainability of interventions and behavior change among public and private sector stakeholders.
  • Demonstrated ability to cultivate relationships with the private sector, education administrators and government authorities;
  • Previous resident work experience in Jordan or the Middle East strongly preferred;
  • Understanding of workforce and education issues in Jordan, and knowledge of Jordanian counterparts, individuals, and organizations active or interested in developing skills, education professional development issues are highly desirable;
  • Experience in overseeing monitoring and evaluation of development programs;
  • Sound knowledge of USAID rules and regulations;
  • Excellent communication and diplomatic skills;
  • Commitment to inclusive programming that encourages full participation of individuals regardless of gender, disability status, ethnicity, religion, sexual orientation, gender identity or other marginalized status; and
  • Strong team leadership capabilities.

Language:  English fluency (written and spoken) is required.
